After shooting Mr. Salvesen and wounding another supervisor as other employees scrambled for cover shortly before 8 a.m. Friday, Mr. Cooper, 58, shot himself in the head. He was pronounced dead a short time later, police said.
Mr. Salvesen, reached by phone yesterday, said he did not want to talk about the incident except to say that he did not argue with Mr. Cooper before being shot at close range in his work
cubicle.
Investigators said that immediately after shooting Mr. Salvesen, Mr. Cooper went to the next cubicle and shot Navy Cmdr. Harry F. Molyneux four times with a .45-caliber semi-automatic that he had loaded with birdshot, police said.
Mr. Molyneux, 39, of Alexandria, Va., was listed yesterday in fair condition at Washington Hospital Center with wounds to his right shoulder, and left side, arm and hand.
Mr. Cooper, a logistics expert and Air Force retiree, had worked at the command since 1986."
